IMS5.5.1 Responsibility and Accountability Procedure

1.0   PURPOSE

To detail specific responsibilities and authorities of SeaLink personnel.

2.0   SCOPE

SeaLink Human Resources Position Descriptions detail role specific responsibilities, authorities and minimum skill, experience and/or educational requirements.

4.0   DEFINITIONS

Nil.

5.0   REQUIREMENTS

SeaLink organisation chart outlines the structure of the company. Specific Position Descriptions are to developed and incorporated into this procedure as they are developed. Specific positions are described as follows:

5.1   Directors

SeaLink Directors have the overall responsibility for the operation of the company, for ensuring that the company operates effectively and efficiently and all company targets are met.

The directors cover the following areas

  • Employee relations
  • Infrastructure and Environment
  • Operations and Maintenance

In the absence of this position responsibilities are delegated to section 5.2

5.2   Chief Executive Officer (CEO)

The CEO is Responsible for the overall management of the SeaLink Group incorporating Gladstone Ferries. The CEO has ultimate responsibility for the successful delivery of the services and subcontracts and reports to the directors.

 Further, to ensure that:

  • Delegated projects are planned, fully and appropriately resourced, necessary interfaces are defined, understood and effective.

  • The progressive growth of the company by exploring new avenues of supply and customer bases.

  • Quality Assurance, Environmental, Health and Safety, Regulatory and Clients requirements are achieved.

In the absence of this position responsibilities are delegated to section 5.3

5.3   Area Manager

The Area Manager is responsible to ensure projects are monitored. To maintain continuity of services, forward planning of projects, cost effectiveness and quality of projects are achieved and maintained and those projects are appropriately resourced.

In the absence of this position responsibilities are delegated to section 5.2

5.4   Financial Controller 

The Financial Controller has the responsibility for the financial operations of the company, ensuring that reports are generated and maintained and meeting Quality Assurance targets.

As such, the Financial Controller has authority to propose solutions and preventive actions and to initiate actions accordingly.

In the absence of this position responsibilities are delegated to position 5.3

5.5   Operations Managers / Supervisors

Operations Managers/Supervisors are responsible for ensuring that effective and adequate resources are allocated to Areas under their control to achieve conformance with customer, company and statuary third party requirements.

Responsibilities also include continual development of processes to further enhance the use of available resources to better serve client and company needs.

These personnel are also responsible for ensuring that reports are produced and available as required. Full assistance to the Client’s representatives is also a responsibility of this person.

In the absence of this position responsibilities are delegated to position 5.3.

5.6   Finance, Taxation, Payroll, Accounts and Administration

This position is responsible for the daily processing of correspondence, invoicing, GST, pay rolling, accounts and financial transactions.

To ensure the smooth and efficient running of the office and all related matters.

In the absent of this position responsibilities area delegated to position 5.5.

5.7   Health Safety Environment and Quality (HSEQ) Manager

Has full authority and responsibility to represent the Company on all HSEQ related issues.

The prime quality related responsibility of this position is the implementation and management of TS’s HSEQ management systems to ensure that:

They are efficient and effective.

  • Embraces all processes performed by the company in relation to servicing statutory, company and client requirements.

  • Achieves and maintains third party Certification.

  • Are updated to reflect changes in business activities, technology, client requirements, legislation, and company skill levels.

Reviews reported accidents/ Incidents, non-conformances, customer complaints to determine whether effective corrective action has been undertaken and to ensure that plans for preventive and corrective action are executed in a timely manner.

Responsible for auditing (or over-seeing audit activities), reporting to company management on the performance of the HSEQ systems, as a basis for system improvement.

In the absence of this position responsibilities are delegated to position 5.3

5.8   Trade / Professional Personnel

Ensure day-to-day work requirements are achieved by meeting the requirements of HSEQ issues throughout their work sites.

Comply with directions from Managers and Supervisors.

Ensure that equipment under their control is maintained and operated efficiently and appropriately.

Maintain appropriate licensing, training and skill levels to carry out contractual obligations of employment.

5.9   Plant Operators

Ensure day-to-day work requirements are achieved by meeting the requirements of HSEQ issues throughout their work sites.

Comply with directions from Managers and Supervisors.

Ensure that equipment under their control is maintained and operated efficiently and appropriately.

Maintain appropriate licensing, training and skill levels to operate assigned machinery.

5.10   Labourers

Ensure day-to-day work requirements are achieved by meeting the requirements of HSEQ issues throughout their work sites.

Comply with directions from Managers and Supervisors. 

5.11  SeaLink Employees - Inclusive

The authority to stop work in progress (Refuse To Do Unsafe Work Policy) if they believe that Work Health & Safety or Environmental standards are not being met. They are also responsible to perform the following HSEQ functions:

  • Initiate action to prevent non-conformity.

  • Identify and record, HSEQ issues.

  • Initially recommend or provide solutions.

  • Verify the implementation of solutions.

  • Contain further processing until the problem is corrected.

  • Identify training needs.

  • Complete induction training and undertake further training requirements set by Management.

  • Ensure that HSEQ obligations of workers under their control are met.

  • Abide by the requirements of the SeaLink  Environmental License and the Environmental Management Program.

  • Ensure that Company related information is not transmitted or conveyed to any person outside the company without the express permission of the Managing Director/s.

  • Maintain integrity and honesty in relation to all company dealings.
