IMS11.2 Waste Management Procedure  

1.0   SCOPE AND APPLICATION

This Procedure applies to all waste management activities associated with the SeaLink Gladstone operations.  It is to be implemented at the SeaLink Operational Areas.  It applies to employees, contractors and visitors as well as all activities under the control of SeaLink.

2.0   INTRODUCTION

The procedure has been collated to ensure that stakeholders involved in waste management activities are fully aware of their responsibilities and that waste is managed.

3.0   DISTRIBUTION AND INTENDED AUDIENCE

This document is intended for SeaLink stakeholders, as required. 

The document will be made available on the DataWeb document control system

4.0   LEGISLATION AND STANDARDS

This procedure has been developed with the following legislation and standards:

  • The Environmental Protection Act (1994) (EP Act).
  • The Environmental Protection Regulation 2008 (Queensland).
  • The Environmental Protection (Waste Management) Regulation 2000 (Queensland).
  • The Waste Reduction and Recycling Act 2011 (Queensland).
  • The Waste Reduction and Recycling Regulation 2011 (Queensland).
  • The International Convention for the Prevention of Pollution from Ships (MARPOL).

5.0   PERFORMANCE CRITERIA

The performance criteria and objectives for this procedure are as follows:

  • Waste will be stored, handled and transferred in a proper and efficient manner.
  • Waste must not be released to environment, stored, transferred or disposed contrary to any Legislative or other document.
  • All waste will be removed and disposed of at a facility that is permitted to accept such waste.
  • All regulated waste produced will be removed and disposed of by a licenced contractor to a licenced facility permitted to accept such waste.
  • No contamination of soil, air or water as a result of inappropriate waste management.

6.0   RESPONSIBILITIES

Below summarises the responsible personnel and associated specific accountabilities;

HSEQ Manager

  • Ensure this management plan is implemented and updated.
  • Oversee incident investigations and implementation of corrective actions.
  • Monitor the implementation of the management measures and identify corrective actions.
  • Initiate and participate in environmental incident investigations

Maintenance Manager

  • Manages Contracts with Transport and Disposal Contractors.
  • Ensures Transport and Disposal Contractors hold Environmental Authorities and other approvals to legally carry out the waste related work.
  • Identify, as part of the contract management process, safety risks related to the collection site from which the material is being collected to all personnel and contractors that may come in contact with the material.
  • Primary point of contact for contractual issues associated with waste.
  • Ensure Waste Contractor provides timely monthly reports detailing collection information for each waste.
  • Provide storage areas, support and materials for effective storage, treatment and transport of waste.
  • Report all significant waste related incidents to the General Manager and HSEQ Manager.

Storeman / Administration

  • Manage/supervise the Waste Transfer Area (WTA) and Chemical Storage Building including storage, treatment and transportation of waste.
  • Perform weekly site environmental inspections to confirm all necessary waste management measures are in place and maintained adequately, and to assess the effectiveness of waste storage areas, liquid storage containers and bunded areas.
  • Ensure that labeled and lidded waste storage containers are available and ensure they are placed and managed for ease of personnel and to prevent incident.
  • Direct the Waste Transport Driver to the correct material.
  • Provide the Waste Transport Driver with any applicable Safety Data Sheet/s (SDS) and a briefing related to the waste and its specific hazards.
  • For all waste (except Regulated Waste) 
  • Fill in any documentation required by the Transport Company (e.g. Collection Docket).
  • Report all significant waste related incidents to the Maintenance Manager as soon as practicable and raise relevant incident report.
  • Distribute waste receptacles as necessary.
  • Maintain high housekeeping standard in waste consolidation areas.
  • Collect and file all waste dockets and tracking forms as per departmental requirements.   
  • Report any non-conformance / noncompliance to the Maintenance Manager

 Waste Transport Contractor(s)

  • Waste contractors will be appropriately licensed for handling, transport, recycling and/or disposal (as appropriate) of wastes, and will required to comply with applicable waste tracking / monitoring and reporting requirements.

7.0   WASTE RECEPTACLES

Managers to provide waste receptacles as follows:

  • All waste receptacles re to be clearly labeled to assist with efficient waste segregation practices.
  • All regulated waste receptacles are to have lids to prevent rainwater ingress during inclement weather events.
  • Waste receptacles are to be in good condition to prevent the release of waste to the receiving environment.
  • Waste receptacles are to be strategically located based on waste generation trends to enable ease of disposal.

8.0   STOREMAN / ADMINISTRATION

All receptacles are to be constructed so that they are able to be lifted onto a vehicle using a forklift and then transported ‘in gauge’ by road vehicles.

Waste storage as follows:

  • All waste segregation and aggregation activities are to be designated areas.
  • Waste receptacles are to be stored in a manner which enables protection from the elements (particularly the prevention of rainwater ingress during inclement weather events).
  • Liquid regulated waste is to be stored within a bunded area such that any spillage is contained.
  • The bunded area is to have a capacity of at least 110% of the largest single receptacle.
  • Hazardous waste containers will be segregated from non-hazardous waste containers whenever possible.
  • If an empty container is to be used to contain a hazardous material, then the initial material contained in the container, must be compatible with hazardous material.
  • Storage containers will be placed and managed in a manner that allows inspections of the containers and leak detection.
  • Waste receptacles will be placed away from stormwater drains

9.0   WASTE HANDLING AND TRANSPORT

9.1   Waste storage and transport activities are to be undertaken as follows:

  • Contractor vehicles and drivers are to be appropriately licensed and experienced with reference to applicable statutory and Company requirements.
  • Contractor is required to comply with all statutory requirements regarding the management of quarantine waste, including the following:
    • The collection and transport of waste from ships in port is to be undertaken as per the requirements of MARPOL.
  • Nod disposal of waste on site. Solid and liquid waste will not be buried/poured on site, discharged into any body of water or burned.

9.2   Waste Tracking

The following waste tracking requirements are to be implemented by Contractor:

  • An electronic waste tracking system which is approved by the Department of Environment and Heritage Protection (DEHP) under Section 37 of the Environmental Protection (Waste Management) Regulation 2000.
  • Establish baseline waste and recycling data on which to develop minimisation strategies. Identify opportunities to reduce, reuse and minimise waste.

10.0  IMPLEMENTATION OF CORRECTIVE ACTIONS

All stakeholders are required to rectify any non-compliance with the criteria in a timely manner. The corrective actions selected are required to be effective and practical.
