IMS9.4.6.24 Security and Site Access Control Procedure

1.0   PURPOSE

This SeaLink Security and Site Access Control Procedure sets out the key operational and administrative elements that Constitute the security systems and procedures to be implemented in connection with SeaLink QC1 scope of activities.

The purpose of this Site Access Control Procedure is to outline the method by which personnel may gain site access in order to:

  • Perform full time Work on QC1
  • Deliver materials and equipment to the site
  • Visit the site,

2.0   SCOPE

This SeaLink Security & Site Access Control Procedure is applicable to the Security of people and assets, in Connection with the scope of Work of SeaLink Projects in relation to

  • QC1: carpark, compound and turnstile access, Port Central Way, Auckland Point.

This Site Access Control Procedure is applicable to the administration and management of SeaLink Managed QC1 area access for:

  • Service subcontractors and their employees operating on QC1
  • Persons working temporarily on QC1 and
  • Persons Visiting or transiting through QC1 "Particularly during shutdown periods"

The QGC has a large cross-section of personnel who have access, or require access to the site. As such systems have been developed to manage this access to maintain control and accountability of personnel entering the site.

Current and potential users of this site include, but are not limited to:

  • Employees
  • Contractors
  • Temporary Work Permit
  • Visitors
  • Shipping Agents
  • Union Officials
  • Industrial Inspectors
  • Workplace Health and Safety Inspectors
  • Queensland Police Service Officers
  • Emergency Services Personnel
  • Other Government agencies (such as the Environmental Protection Agency)

3.0   ACCOUNTABILITIES

SeaLink Area Manager has the overall responsibility for the management of QC1 and will review and approve this procedure and shall ensure adequate resources required to effectively secure QC1 are provided.

4.0   GENERAL

All personnel entering or requesting to enter the QGC Site must have a legitimate purpose for entry. All personnel requesting entry to the site shall meet the minimum Personal Protective Equipment requirements and provide acceptable positive identification.  Access request forms are to be submitted to QC1 no later than 1300hrs on a business day for next-day site access. Access control is managed by SeaLink access control officer at QC1

4.1   General Requirements

  • Under no circumstances are passengers to be allowed through the gates with cargo to travel on the ferries, if it cannot be carried by one person then it cannot travel on the ferry and under no circumstances are dangerous goods to be carried without prior permission from SeaLink management.
  • Log of last pax through the turnstiles and ferry departure times to be kept.
  • Turnstiles are turned off 2 minutes prior to ferry departure except for the 0530 production ferry where they are left on until the ferry departs.
  • If asked to delay a ferry, deny the request and ask them nicely to contact Bruce Wilson (QGC Marine Operations Manager) directly for approval.
  • Only SeaLink Management can give you direction or instructions to do something outside the procedure or process.
  • Only SeaLink Management can ask you to delay a ferry.

4.1.1 Shutdown Major Requirements

  • One Security Officer required at QC1 24 hours a day.
  • An Access Administration Officer supplied by QGC will be present at QC1 as required to assist with access card issues (specifically during busy periods, morning and afternoon).
  • All pre-approved passes will be issued to subcontractors via QC1 only.
  • Company-nominated pre-contracted shutdown staff will have passes pre-issued.
  • This procedure supports: 
  • Curtis Island Standard Operating Procedures,
  • Curtis Island Security Facility Plan,
  • Curtis Island Security Risk Assessment,
  • Curtis Island Maritime Security Plan.

4.2   Acceptable Positive Identification

Limited personal identification will be accepted. The identification presented is required to be legible and clearly showing the person's photograph. The following indicates acceptable positive identification:

  • Driver’s License
  • 18+ Card
  • Passport

​4.3   Inductees

In order to conduct any work on the QGC site an individual is required to complete the appropriate Induction

4.4   Inducted Employees  

Inducted Employees are QGC personnel who are directly employed on the QGC Site. These Employees have completed both the QGC inductions and carry a photographic access pass.

4.5  Temporary Work Permit (TWP)

A permit that allows personnel access to the site for a limited period of up to 14 calendar days. The TWP contractor may be undertaking work that contributes directly to the scope of work and shall be inducted to that level. Requirements: Constructions Industry White Card, QCLNG Full induction, valid Government-issued photo ID.

4.6   Site Visitors Pass – Short Induction

All visitors attending site must be authorised via an Authorised Access request form. The form must be signed by the department manager prior to submission to QC1. Upon arrival on site, the visitor shall also be required to complete the visitor’s induction with their sponsor. Visitors are to be escorted by a fully inducted person and or in the vehicle at all times. A valid Government issued ID is required.

4.7   Use of other persons' Access Passes

The use of another person’s access pass to enter or exit the QGC site is strictly prohibited. The use of another person’s access pass invalidates the site emergency accountability process potentially putting the safety of the individual and others at risk. Any breaches of this policy shall be noted immediately including date, time, name, employer, and communicated to the PFSO.

4.8   Lost and Forgotten Access Passes

In the event an individual requests a Temporary access pass, due to a lost pass the identity and the access rights of the individual shall be confirmed via the SeaLink access control officer.

4.9   Delivery Drivers

Due to the nature of business at the QGC site, a number of deliveries on site are required. In this circumstance in addition to the relevant inductions and access form, authority for vehicle access is required.

4.10   Union Officials

The provisions as documented in the Request for Entry – Union Officials shall be strictly adhered to without exception.

4.10.1 Official Arrives at Gate

  • Check if an access request form is in place.
  • If no access request is in place, advise the official that you will have to make contact with the relevant personnel to assist with this request

4.11  Workplace Health & Safety Inspectors

Workplace Health and Safety Inspectors have a legislative right of entry to the QGC site. In the event that a Workplace Health and Safety inspector requests to carry out such an inspection the HSC shall be contacted to facilitate the inspection. Workplace Health and Safety Inspectors must still comply with any Personal Protective Equipment and visitor induction requirements to conform to Workplace Health and Safety legislation. Generally Workplace Health and Safety Inspectors will seek consent prior to entering a workplace. As such a visitor form will generally be in place for any visits by Workplace Health and Safety Inspectors.

4.12   Queensland Police Service Officers / Border Force Officers / QFES Officers / OTS Officers

All site access by Queensland Police Service personnel shall be conducted with the authority of QGC Management. The PFSO shall be contacted in the event that Police personnel require site access. Queensland Police Officers must still comply with any Personal Protective Equipment requirements to conform to Workplace Health and Safety legislation. In the event of an emergency, Police officers are not to be delayed in their access to site and are to be escorted by security/QGC personnel.

4.13   Emergency Services Personnel

In the event of an emergency situation and external services personnel are required to attend site, the security office will make all reasonable efforts to facilitate access and direct the respondents to the source of the emergency. QCLNG SEM to be contacted.

Where possible the Security Patrol will be made available to assist and or direct the respondents to the source of the emergency.

4.14   Pets 

Pets are prohibited (Excluding animals required for special needs or other health-related conditions and work purposes) on the QGC Site. Personnel with pets are to be advised that they are not permitted to enter site (Excluding exemptions above). Due consideration must be given to animal welfare if the person/s attempts to leave the pet in a vehicle. The local environment can potentially and swiftly place at risk the health of an animal if left in a vehicle.  In the event that this occurs, entry is to be refused until the animal is completely removed from The QC1 carpark.

4.15   Other Government Agencies 

Any other government agency requesting access to the QGC site shall be referred to the relevant QGC personnel.

4.16   Site Entry – Industrial Disputation 

All access control to the site during an industrial dispute shall be managed in accordance with the directives of the PFSO / SEM.

4.17   Professional Audio-visual Equipment 

Professional Cameras and audio-visual devices are not permitted to be brought on to or used at the QGC site without the written authorisation.

4.18   Key Performance Indicators

  • Number of inductees processed
  • Number of visitors inducted/processed
  • All access to the site compliant with this procedure

QCLNG BARGE ACCESS PROCEDURE

Procedure for all vehicle operators and passengers to access the QCLNG site.

Please see below for further details.

  1. Arrange your barge booking via SeaLink's usual procedure.
  2. Once your booking has been confirmed, please send the booking confirmation to [email protected] with the following details:
    1. Full Name
    2. Any passenger names
    3. Company
    4. Contact Number
  3. [email protected] will reply with confirmation that your visitor pass has been allocated for the issue
  4. Upon arrival at QC1 carpark, you will need to exit your vehicle, sign the register, collect your visitor pass from the QC1 security hut (pictured below), SWIPE ON through the turnstiles and wait for instruction from SeaLink barge operators to board the vessel
  5. When returning back to Gladstone, from QCLNG, you will need to exit your vehicle, SWIPE OFF through the QC1 turnstiles and return your visitor pass to security
  6. NOTE: If you have already arranged for a temporary visitor pass to be issued (i.e. you are working on-site for a few days) OR you have a permanent QGC access card, you will not be required to obtain a barge pass, however, you must still ensure that you swipe on through the QC1 turnstiles prior to boarding the barge.
