Site Specific Contractor Induction

1.0   SCOPE

This procedure applies to all contractors engaged by SeaLink to perform work on all vessels or on behalf of SeaLink at any other location. It applies to all Workplace Health and Safety, and any other procedure relating to quality and production that may be in affect at the time.

2.0   HAZARD AND RISK MANAGEMENT

All contractors and visitors must be accompanied by a SeaLink delegate whilst visiting SeaLink Marina berths and vessels or engaged in any work procedure or task.

Before commencing any task for the first time, the contractor or his/her employee must determine if there are any relevant procedures, work instructions or guidelines to enable the task to be completed with a minimum of risk to themselves, or others. If any doubt exists, then the contractor or their employee is not to complete the task without discussing the matter further with the Master, Operations Manager and/or their SeaLink delegate.

All contractors and visitors must be made aware that each vessel has an independent Safety Management System. This system provides technical information to safely manage and operate all equipment on board the vessels. 

Contractors or their employees are not to commence any task that they are unsure of without referring to these procedures or guidelines.

If there are no relevant procedures, work instructions or guidelines available, the contractor or their employee is to undertake a risk assessment before commencing the task. If however, it is considered that the control measures in place are less than adequate the task is not to be undertaken and the Master, Operations Manager and/or their delegate, is to be informed of the nature of the task so that a full hazard assessment can be undertaken.

As each task may differ slightly the contractor or their employee is to asses the risks and hazards, using the relevant procedure or guidelines if required, and determine if the control measures are adequate. If, when considering carrying out a task, a contractor or his employee feels that they may be at risk, the task should be left until assistance is available.

When working independently, a person must not lift, lower, carry or shift any loads which cannot be lifted in the approved manner without assistance.

3.0   PROCEDURES

The following procedures apply to contractors, their employees and/or agents. All contractors are to receive and complete a site/vessel specific safety induction.

3.1   Attended Sites / Vessels

  • On arrival, all contractors/visitors must contact the Master, Operations Manager or SeaLink delegate prior to entering the site and/or vessel.
  • The contractor/visitor must sign on, in the vessel’s log book or at the location where the work is to be performed.
  • The scope of work and documentation pertaining to the work or procedures to be carried out on the site/vessel, must be presented to the Master or the SeaLink delegate for verification, prior to commencing the work.
  • After completion of the task or at the end of the day’s work, all persons must sign out, in the vessel’s log book, before departing.

3.2   Unattended Sites / Vessels

NOTE: PRIOR TO COMMENCING WORK AT A SITE/VESSEL THAT IS UNATTENDED, THE CONTRACTOR AND THEIR EMPLOYEES MUST ARRANGE FOR AN INDUCTION TO BE COMPLETED FOR THAT SITE/VESSEL AND A RISK ASSESSMENT MUST BE COMPLETED.

All contractors/visitors working on or visiting an unattended site/vessel must do so in accordance with SeaLink​ Integrated Management System IMS 9.4.6.8 Working Alone or in Isolation Procedure.

  • On arrival, the person in charge must contact the designated site/vessel contact person to advise they have arrived, the nature of work intended (Machinery isolation, Confined Spaces, Working at Heights and Hot Works) and the estimated duration time on site.
  • The designated contact person must ensure that the person in charge signs and updates the Vessel's Log, prior to commencing any task.
  • On departure, the person in charge is to contact the designated site contact person to confirm job completion and all personnel have safely left the site.
  • The designated contact person must ensure that the person in charge signs and updates the Vessel's Log, once the job / task is complete and prior to departing the vessel.

3.3   General Rules and Conditions

  • Upon first arrival on site, each person must undertake a brief induction to the vessel and emergency stations. This induction is to be noted in the vessel’s Log Book.
  • ​Vessel induct ions for sub-contractors are to be conducted either the Master, Engineer or shore based engineer.
  • Once an induction has been completed notification will be sent to the HSEQ Manager
  • ​Upon notification of a successful induction the HSEQ Manager will issue a sub-contractor vessel induction card for future use by the sub-contractor. 
  • Whilst on any SeaLink sites or vessels all Work Health & Safety Legislative Requirements and any additional SeaLink requirements must be complied with at all times.
  • Persons are only permitted to carry out work for which they are qualified and where required, have the appropriate licenses or certification. Certificates, licenses or certification are to be made available on request.
  • All protective clothing and safety equipment relevant to the task to be undertaken is to be worn.
  • Dangerous goods are not permitted onto SeaLink sites or vessels without the permission of the Master or designated site contact person. Approval, when given, is on the understanding that all dangerous goods will be transported, handled and stowed in accordance with the relevant Dangerous Goods Codes and SeaLink requirements.
  • ​​Any and all dangerous goods brought onto a SeaLink site are to have an accompanying SDS that is to be made available to the designated site/vessel contact person on request
  • Hot work or work involving noxious fumes, dust, excessive noise or water borne pollutants is not permitted without the approval of the designated site contact person.
  • Contaminated water or other trade waste shall be prevented from entering the storm water drains, sewage lines or waterways.
  • All accidents, hazards, leaks spills or fire are to be reported immediately to the designated site contact person.
  • Persons are not permitted to enter SeaLink site under the influence of alcohol or drugs or consume alcohol or illegal drugs on SeaLink sites. All contractors and their employees will be subject to SeaLink Drug and Alcohol policy.
  • Where works are carried out over more than one day the area of the works must be made secured and safe at the conclusion of each day.
  • Failure to observe the above procedures or to perform the contracted duties in a safe manner will result in the contractor or his employees being asked to vacate the site immediately. The contractor will be liable for any associated costs for any delays as a result of the contractor or the employees being asked to vacate the premises due to a safety breach.
